[성명] 아시아 민중 사회운동회의는 보건의료산업노동조합의 파업을 지지한다
- 아시아민중 사회운동회의 총회 결의문한국의 40,000명의 병원노동자들은 6월 10일 파업에 돌입하였다. 보건의료산업노동자들의 요구는 온전한 주 5일제 실시, 인력충원, 비정규직 철폐, 공공의료의 강화와 그리고 외국자본에 대한 의료개방 및 병원영리법인화 반대이다. 그들의 주장은 노동자들의 당연한 민주적 권리의 요구이며 그들의 파업은 신자유주의세계화에 반대하는 정당한 투쟁이다.
온전한 주 5일제 실시와 인력충원 및 비정규직 철폐의 요구는 한국정부가 7월 1일부터 실시하기로 한 사항이며 이를 위한 인력충원은 병원노동자들의 노동강도 강화를 막기위해 그리고 국민들에게 적절한 의료서비스를 제공하기 위해 필수적이다. 비정규직 노동자의 정규직화는 노동자의 안정적인 노동을 할 권리가 있는 노동자의 정당한 권리일 뿐 아니라 적절한 의료를 제공하기 위해서도 필수적인 것이다.
우리는 특히 보건의료노동자의 의료공공성 강화, 공공의료강화, 의료개방/병원영리벙인화반대, 건강보험보장성 강화요구에 지지를 보낸다. 노무현 정부는 공약과는 달리 공공의료강화와 건강보험보장성 강화를 실천하기는커녕 경제자유구역내 외국자본유치를 통한 의료개방과 병원의 영리법인화를 추구하므로써 사회적 공보험인 건강보험체계를 송두리재 깨뜨리려고 하고 있으며 의료의 시장화를 추구하고 있다. 우리는 신자유주의 세계화와 공공서비스의 사유화에 저항하고 건강은 상품이 아니라고 주장하는 보건의료노동자들의 파업과 그들의 요구에 적극적인 지지를 보낸다. 한국정부와 병원협회는 보건의료노동자들의 정당한 요구를 즉각 수용해야 한다.

Asia People's & Social Movement Assembly is supporting the Strike of Korean National Health and Medical Industry Labor Union
Korean 40,000 workers of health and medical industry are on strike since June 10. The demands of the National Health and Medical Industry Labor Union(KHMLU) are as follows; Unimpaired five day workweek, keeping their standard workweek of 40 hours(eight hours a day), supplement of sufficient hospital workers, converting non-regular employees to regular workers, strengthening the public sector in the medical industry, stopping opening medical industry to foreign capital and stopping converting hospital to profit-making corporation. Their demands are proper workers's democratic rights and their strike is proper struggle against neoliberal globalization.
Unimpaired five day workweek is already legislated by Korean government. By the legislation five day workweek must start on July 1. And supplement of insufficient hospital workers is essential to give proper medical service to a patient as well as to prevent intensification of workers' labor intensity. Converting non-regular employees to regular workers is proper right of laborer for stable working condition, and also essential condition to give proper medical service to a patient.
We especially uphold the "strengthening public character of healthcare industry" demand of korean health and medical industry workers. President Roh government have promised at presidential election campaign "strengthening the public sector in the medical industry" and "widening the coverage of public health insurance". But Korean government have broken their promise. On the contrary, now Korean government spoke out legislation plan that Korean government will open the medical sector to foreign capital in 'Economic Free Area', convert hospital to profit-making corporation, and introduce private insurance program to break down the public insurance program. We strongly uphold the korean health and medical industry worker's demand and strike against neoliberal globalization and privatization of public service sector. And we strongly uphold the worker's crying for "Our Health is Not for Sale". Korean government and Korean Hospital Association must accept korean health and medical industry workers' proper demands, immidiately.
